|Biographical or Historical Data:|| Stephen Francis Balcom was born January 24, 1856 in Vicksburg, Mississippi to Stephen and Margaret Balcom. He attended the University of Illinois graduating with a degree in civil engineering in 1875. On June 10,1880 he married Eliza Hall and they had four children Lucy, Ethelwyn, Mary and Henry Clarke. He was employed by the railroad until 1897 when he took a position with the Engineering Department of the Park Board of the City of Indianapolis. He was a member of the National Society of Engineers, Indianapolis Illini, the Indiana Historical Society and Tabernacle Presbyterian Church. He interests included genealogy and early civilizations in the United States.
