Biographical or Historical Data:
William H. Elliott was a resident of New Castle, Indiana, and owner of the Indiana Courier from 1877-1898. After a brief commission as a lieutenant in the Navy during the Spanish-American War, he served as Director General of Posts in Puerto Rico from 1899-May 1900. He was subsequently appointed as Commissioner of the Interior for Puerto Rico by President McKinley until June 5, 1904. After his attempts to follow William Hunt as governor of Puerto Rico fell through, and after speculation of an appointment to collector of customs did similarly, he returned to New Castle to tend to property matters and resume a role in the Indiana Courier.
